The Union of Eteno Socialist States (Luuschtuntski: Vshenets-na Etenya Yapraz Amkeineg), abbreviated as the UESS, is a nation of at least 38 systems located in the Inner Systems. Although the homeworld of the Union's dominant race is Malisk in the Vaiuts system, the capital is located in the Gorodniye system, which is also the richest and one of the most densely populated systems in the Union. The Union also includes the homeworlds of several other species which, over several hundred years, were conquered or admitted into the UESS or a prior Eteno-dominated state. These races and other immigrant minorities represent a significant portion of the Union's population.

The UESS is a self-described socialist republic with a free democratic process. The ruling National Worker's Party is constitutionally guaranteed 30% of seats in both houses of the legislature, and has special roles within the government. However, it is also subject to special rules and oversight. Except for a small number of special territories, all populated systems are considered equal member states in the Union free to elect their own governments and send representatives to the Union State Councils. The UESS has had multiple constitutions over its history, and the latest Union Federal Treaty Constitution was the result of negotiations between the major factions of the recent Union Civil War. The new constitution outlawed the old Union Communist Party, radically restructured the government, and guaranteed new freedoms such as the right to form political parties, freedom of the press, and the right of member systems to secede from the Union.

History

The Eteno Hszydnet (lit. great movement) calendar begins at 1 Hs, or 1181 CE, when cosmonauts of the Great Blue Empire world-state discovered a cache of Omni technology in an ancient outpost on the planet Emetsa in the Vaiuts system. Facing disease, famine, and unrest on their homeworld due to overpopulation, the Eteno and their often-oppressed cousin race the Zhpalya sought escape on other worlds. With technology reverse-engineered from the Emetsa cache, the Blue Empire was able to explore and colonize the nearby Beeaulen system and Gorodniye systems, both of which possessed acceptably habitable worlds.

Over hundreds of years, the Eteno continued to expand, and made first contact with the intelligent gas bag floater Aphbrec race in the Aphbrae system. Other races would be accepted or conquered by the Great Blue Empire, or other successive central states or federations over the coming centuries. The Eteno were tested in the Otum War by the marauding Otum nomads who over the course of the war had besieged or invaded every Eteno territory. However, for most of their thousand-plus year spacefaring history, most Eteno warfare would be fraternal, between competing states and factions.

The UESS is a federal union comprised of thirty-eight systems. Twenty-eight are populated member systems fully entitled to elect their own governments and representatives. Ten are special territories, which are usually lightly populated and governed by the central federal government. Some of these systems are civil colonies awaiting full admission to the union, while others are may be transit systems, science outposts, or restricted military zones.
